- I don’t understand how R-Citable is a requirement for Data Usage. It’s much more general than that. And don’t URIs for data solve that requirement already? Or do you mean that something like DataCite https://www.datacite.org/ should be considered?

Okay, could move R-Citable a general requirement
Datacite looks great; does it only apply to research data, or could it apply to any data on the web?
I moved the R-Citable requirement to the Metadata section. There is no 'general BP' section. I'm not sure it's any better there than where it was but, OK.
