paulc: the underlying principle is to help the CP authors to make their case as possible; in this case we found some arguments that we thought the author could use to make their proposal stronger; if the authors don't wish to make their proposal stronger, that's their choice.
judy: I'm hearing that you prefer all of the text to be a single page?
paulc: we review each on their
merits, and in this case we thought this particular proposal
would be improved by making this specific text into the base
text.
