- if there's no branding, is it reasonable to promote to a first party, so long as the user knows it's a different party?
- does the branding have to be understood to map to a specific company, or just be branded at all?
- what about widgets that are blending into the page itself?
Closed during 18 April call: ad impressions -> 3rd party, ad interaction -> 1st party. This is handled through issue-10.
