What is the difference between absence of DNT request header and DNT = 0?

2011-12-21 telco: We agreed that absence of a DNT request header can be caused by DNT being 'not enabled' or not present in a user agent.
- There is need for further clarifying the DNT=0 semantics.

Related notes:

Proposed strawman text (2011-10-26) defines that a "0" may only be sent once a user expressed that he accepts tracking. From an absent header, a server can only derive that a user has NOT expressed a preference not to be tracked.
