These comments are specifically mentioned for section 2 (Terminology)
and then related comments are made in sections 4 and 5 regarding
additional requirements on user agents that are outside the scope of DNT.

TPE does not specify a protocol between the user and user agent other
than what is necessary to provide semantics consistent with what TPE
communicates from user agent to servers. While additional restrictions
on user agent tracking and retention of personal information might make
sense to protect a user's privacy, it is orthogonal to DNT. In other
words, a user can make such choices independent of their DNT configuration.
