A former draft had header values specifying what exceptions are actually in use. In Bellevue we agreed to remove this qualifier from the header and move it as an optional element to a field in the well-known URI (proposed additional semantics: no field is present := potentially all exceptions are in use [equals all specifiers] and field is present but empty := site does not use and of the exceptions).

Dave: Would you have time to implement this change?

btw: The minutes mentioned that the "L" (for local constraints) qualifier should be removed.
