ACTION-69 proposes that ISSUE-54 is incorrectly described. This long thread (http://lists.w3.org/Archives/Public/public-tracking/2012Feb/0094.html) suggests that ISSUE-54 should actually be about using data captured during registration as a first party when the site appears as a third party on another site.
In summary, there is already adequate provision to show that first parties may use registration data on first party sites (for example shopping sites using like/dislike data to make recommendations). The conclusion of ACTION-69 will determine if ISSUE-54 needs to consider use in third party sites.
This was discussed during the Amsterdam F2F and the issue renamed.
