Revisit XML Schema Datatypes in RDF and OWL?

XML Schema Datatypes in RDF and OWL is a W3C Working Group Note dated 14 March 2006:

RDF and Time

Should the RDF data model include a concept of time? Pat has stated that it would be a complete rewrite of the model. David thinks we should not consider it and don't need to in order to support named graphs:
