<Loretta> Note: The Working Group has discovered many misunderstandings about how to test this failure. We are planning to review this failure in a future update. Until then, if you test this failure, be sure to test against at least all of the sufficient techniques listed for this success criterion and ensure that hte content fails for all of them.
