smaug: how about Mousewheel deprecation ? Can implementation call itself D3E compliant without it?

shepazu: we could perhaps say deprecated features aren't needed for compliant implementation
... or say that Mousewheel is optional...
... maybe deprecate DOMNodeRemovedFromDocument also, since it is harmful to have non-interoperable parts of a spec, and Moz has stated they won't implement that ?
