Conformance model section makes outdated assumption about spec content

Description:
The content of section 3.1 (to be section 3) is making an assumption about the structure of other material in the specification (sufficient, necessary, ...) that isn't generally true any more.

I propose to rewrite it to say briefly that we're using RFC 2119 language, and list what sections are relevant to user agents (including, possibly, plugins), and which are relevant to Web content (section 9[?]).
