Resolution status:

On the face of this, the requirement is unenforceably vague. Need to spell out what you mean by "the purpose of the link" and limit the requirement to concepts the user is likely to recognize.

Proposed Change:

Re-state as (roughly) "When the result of activating a link falls within the general meaning of a widely used and understood term or notion such as 'help' or 'home,' and there is a widely-reognized name or URI for this concept, the association of this link with that concept is machine-recoverable from the encoding of the content (Note 'encoding').
