Resolution status:

This does not address advertisements which can also be an issue for people with disabilities. There should be a method to skip content that is not relevant to the page or site content.

Proposed Change:

Change 2.4.1 to ""A mechanism is available to bypass blocks of content that are repeated on multiple Web units or that are not relevant to the page or site content.""

Alternative proposal: Add an advisory technique to How to meet GL 2.4 or How to meet SC 2.4.1.
