the criterion is ambiguous/or even empty: one could always be conformant to this by saying that the set of web resources consists merely of the webunits that share the same order. So if on my website I put the same 5 links in different orders within the pages, they are still ok with 323, because each web page makes its own set of webunits.; Related issues: LC-711 LC-983
