Resolution status:

in particular the only difference between L1 and L2 is that one is “minimum� accessibility and the other is “enhanced�. Why distinguishing them? if both sets of techniques can be equally easily applied, why should one want to go for the minimum?

Proposed Change:

provide a definition of these levels that refer to benefits that can make sense to people managing a website, so that they can take informed decisions as to whether to achieve a higher level or not.
