Resolution status:

the def. of level 1/2/3 is vague: what does “a minimum�, “enhanced�, “additional� mean? are you asserting that accessibility is a property that can be totally ordered over a ordered scale, as these adjectives are suggesting?

Proposed Change:

try to refer to defineable and measurable parameters; or, more reaslistically, say that this is an assumption that you may describe in details when presenting each success level.
