text, image, or sound that is presented to a user to identify a component within Web content

Apparently it's possible to label something solely with a sound. Doesn't a sound, like an image, then require a text equivalent? Don't you always end up with text? And doesn't this ban the use of video or multimedia as a label? I'm not proposing such a thing, but it seems no less palatable than using an image or a sound as a label.
