Comment (Including rationale for any proposed change):

Many people have difficulties differentiating between the foreground (text) and background colours used on websites. Also, as people get older their ability to perceive colours and differentiate between colours seems to diminish.

I believe that this is a significant accessibility issue and so should be required if a site is to achieve a minimum level of accessibility.

Proposed Change:

Make 1.4.1 a Level 1 Success Criteria
(space separated ids)
(Please make sure the resolution is adapted for public consumption)
