"content is perceivable" is an oxymoron. The two are not comparable. The rendering is perceivable. In the rendering, the content must be recognizable.; Related issues: (space separated ids); WG Notes: [EDITORZ] [HOLD] {Partial accept? not applicable?} The working group agrees that content must be rendered. We dont say "content is perceivable" anywhere in the documents that we know of. We do say that it must be perceivable. By that we mean that it must be in a form that can be rendered in the form that a person can perceive it. Hold this item and pass to INTRO group to decide if we want to expand discussion of principles in the INTRO or write it up more somewhere else or ..... LGR: the first principle in the Introduction is "Content must be perceivable". We have changed them to a certain extent but we want them to be short slogans that are easily remembered and understood as overarching principles. They now read: 1. Perceivable - Information and user interface must be perceivable by the user. 2. Operable - User interface components must be operable by the user. 3. Understandable - Information and operation of user interface must be understandable by the user. 4. Robust - Content must be robust enough that it can be interpreted reliably by a wide variety of user agents, including assistive technologies.; (Please make sure the resolution is adapted for public consumption)
