Resolution status:

2.2.3. requires that content can be paused by the user (barring certain exceptions). Pausing, as opposed to Stopping, implies there is UI to un-pause the content. Would it be acceptable to allow decorative content to be stopped, but not provide UI to resume it? The current wording would preclude that.
