2.5.4: This should be Level 1. Context sensitive help is very important to people who use screen readers and people with cognitive disabilities.

In addition, the type and level of detail for context sensitive help varies greatly depending upon the type and functions of the site. The working group believes 2.5.4 remains as a level 3 SC that can help some people but is not required for minimal accessibility. I didn't put this as a proposal since I think it needs more word-smithing. I wasn't sure how to work the F2F discussion of levels into this response. 2.5.4 does calculate to level 3 based on the criterion (important, testable, all, training, must for AT) used at the F2F. <andi> Suggested edit to response: While context sensitive help is useful and sometimes necessary for people with disabilities, the type and level of detail for context sensitive help varies greatly depending upon the type and functions of the site.
