- curently delcare as we we have specified it seems broken, can we make it work?
Do we want to deprecate/remove it for MathML3

The scoping is the real problem. It got limited to the math element instead of
the entire document. Can we use a URI scheme to move the definitions completely
out of the document to a URI and take a more webized approach?
we have decided to really deprecate declare this time. Closing this issue
