- phi in xhtml is currently the same as html4 (U+03C6) as opposed to U+03D5.
I propose that in the next draft of xml-entity-names I make this match html4
If (x)html decides to change this we can change xml-entity-names back again, but I think it's more important to be the same as html than right (and I'm not really sure which is the right character anyway)
