<el>semantics</el> vs <el>attribution</el>+<el>foreign</el>

Description:
The functionality of <el>semantics</el> together with <el>annotation</el> is very
similar to the one given by the OpenMath style <el>attribution</el> and <el>foreign</el>
elements. At least if we make the <att>definitionURL</att> attribute mandatory on
<el>annotation</el>, as we had planned for MathML2(2e), but forgot (the types note
depends on this). The Difference then is largely in the way the key is addressed, and
what we say about the semantics of attributions (does the order play a role, how about
duplicates, interaction with alpha renaming,...); some of this is still not fully solved
in OpenMath yet, but on the agenda. We should decide for one of the possibilities and consolidate the rest.

we have decided that we got the semantics route a while back, closing this issue
