Noah spoke to Paul Cotton at Lyon TPAC on 3 Nov 2010. We verified that email from Maciej http://lists.w3.org/Archives/Public/public-html/2010Jan/0471.html seems to signal that email http://lists.w3.org/Archives/Public/public-html/2009Dec/0248.html is the agreed basis for closing HTML WG ISSUE 59.

There seem to be a number of loose ends to resolve:

1) The record of HTML WG issue 59 does not clearly identify the specs that the HTML WG agreed to carry forward, I.e. (from email 0248) "There was general
agreement that the author-only view of the main spec, plus a
commitment to maintain it and improve its quality, was sufficient as a
normative reference. There was also agreement that Mike's document
would be useful and beneficial as a non-normative reference guide to
the syntax. Based on this we've suggested closing ISSUE-59. "

2) As of 3 November, the W3C editors draft (http://dev.w3.org/html5/spec/) of the main spec shows a link to the Web Developers' version (http://dev.w3.org/html5/spec/author/), but the main published version (http://www.w3.org/TR/2010/WD-html5-20101019/) does not. Paul Cotton is investigating.

Noah expressed to Paul that the TAG's expectation, based on email 0248, is that the HTML WG will agree to carrying forward http://dev.w3.org/html5/spec/author/ normatively and on the Rec track; that it will carry forward Mike Smith's guide, most likely as non-normative; and that he notes the TAG's suggestion that the record of HTML WG ISSUE 59 should be clarified.

After some confusion regarding which of the HTML WG's documents needed to be on the Rec track to fulfill the commitment to the TAG, Paul Cotton and Mike Smith have confirmed that the "HTML5 Edition for Web Authors:
A vocabulary and associated APIs for HTML and XHTML" ( http://www.w3.org/TR/2011/WD-html5-20110113/author/ ) and its successors are/will be part of the HTML Rec. track publication packages moving forward. Accordingly, the TAG's request has been fulfilled, and I am marking this action PENDING REVIEW.

Note that in the course of this discussion we also determined that Mike Smith's "HTML: The Markup Language Reference" ( http://www.w3.org/TR/html-markup/ ) will also be carried forward as a non-normative part of the HTML5 Rec Track package. That is something the TAG also encouraged, though it is strictly beyond the scope of this ACTION-379.
