What happens if a message contains a ws-tra:Get action and a ws-tra:Put wrapper
(or more generally any 'foo' action with a non matching 'bar' wrapper).
As we are duplicating the information between the wrapper and the action, we
need to have a good story when they don't match to avoid different behaviours
depending on implementation choice.
