[Bug 19738] New: Conformance criteria around omitted-unit zero lengths are unclear

https://www.w3.org/Bugs/Public/show_bug.cgi?id=19738

          Priority: P2
            Bug ID: 19738
                CC: fantasai.bugs@inkedblade.net, howcome@opera.com
          Assignee: jackalmage@gmail.com
Summary: Conformance criteria around omitted-unit zero lengths
                    are unclear
        QA Contact: public-css-bugzilla@w3.org
          Severity: normal
    Classification: Unclassified
                OS: Windows NT
          Reporter: jackalmage@gmail.com
          Hardware: PC
            Status: NEW
           Version: unspecified
         Component: Values and Units
           Product: CSS

The definition of <length> accidentally uses a "may" for the unit-omitting
ability. This is okay as an author conformance criteria, but we need a
must-level statement for UA conformance criteria.
