>From step 8 of section 5.2. Potentially Encrypted Stream Encountered in v0.1:
This could be skipped if the key has already been set, but always sending the
event seems easier.


We need to decided whether this adds to many complexities for applications and
is worth requiring user agents to track whether to send the event.
