Section 2 of the spec lists the namespaces that are predeclared in XQuery.  The
following sentence follows:

In addition to the prefixes in the above list, this document uses the prefix
err to represent the namespace URI http://www.w3.org/2005/xqt-errors (see 2.3.2
Identifying and Reporting Errors). This namespace prefix is not predeclared and
its use in this document is not normative.


Now that XQuery has the try catch expression, this namespace becomes useful
within XQuery and so should probably be added to the list.
