Can ISSUE-20 used for your concern over bug 5822?

I think it would best to keep the entire discussion on @headers in the
current [ISSUE-20][1] rather than opening a new one. Currently
ISSUE-20 was in a PENDING REVIEW state to determine if the changes the
Ian Hickson made were sufficient.  Discussion in [bug 5822][2] suggest
that the current solution isn't to everyone's liking so it is up to
the working group to push ISSUE-20 back into OPEN status.

Anyway, this seems like boring house keeping, but I think it makes
sense to keep all discussion on this topic tacked on to one ISSUE so
we can get a sense of how the working group's decision evolved.

Any other thoughts?
