B.2.1.1 Prompt "A" Accessible: If authors are prompted for any information as content is being added or updated (e.g., by an image insertion dialog), then the tool also prominently prompts for any accessibility information required for that content to meet the level "A" Web content accessibility benchmarks.
 [RS1]I think this will be a deal breaker for a lot of developers.  At MOST this should be AAA, but this is attempting to establish design principles in the UI without thinking through the implications, nor whether there are other options.  Case in point, I don’t believe an insert image dialog is the place to prompt for alt text.  It creates a confusing user message, and if the user ends up wanting to change the alt text or see it again, it’s possible/probable the user will relaunch the insert image dialog and result in a more problematic experience.
 [JR2]Really? Where/when should the user be asked for alt?
