Description:: â€¢ A.2.4.8 Low or No Background Audio (user interface "chrome"): Audio that contains speech in the foreground does not contain background sounds, background sounds can be turned off, or background sounds are at least 20 decibels lower than the foreground speech, with the exception of occasional sound effects. Background sound that meets this requirement will be approximately one quarter as loud as the foreground speech

RS: I'd love an example of something that actually has this problem now so I can understand this better. To be honest, I just don't understand this problem fully today.

JR: It has to do for example with recording a tutorial audio file in a noisy background. Frankly the "tutorial" related edge cases get to messy. It would be great to cut some of the off and focus on what makes authoring tools different from other software tools, but our past attempts to simply point at other requirements documents were not well received and so we had to write a whole "accessibility software document" in section A
