This Draft is intended to generate more consistency between user agents in how P3P is implemented. This is supposed to help users as their experience on one user agent would be transferable to another. Web-sites could build the site to develop one consistent user experience. Requirements are described on the User Agent Behavior Task Force page

This Draft describes a mechanism that will allow
web sites to indicate a set of practices to which opt-in or opt-out
choices may be applied as a group. The basic idea we propose is to add a

extension to the

This document was the first attempt to bind P3P Policies be other means than the ones described in the P3P 1.0 Specification. It has been superseded by the P3P generic attribute as defined by the P3P 1.1 First WD.
This document specifies requirements and scenarios of using the Platform for Privacy Preferences [P3P] in contexts other than the Hypertext Transfer Protocol [HTTP], specifically Extensible Markup Language [XML] applications and Web Services, as described on the Beyond HTTP (P3P-BH) Task Force page.
