FYI, when someone joins one of the WGs I Chair, I get an automatic email (about their joining). Then reply to that person and include a short welcome message and links to info for group newbies. Here's an example <https://lists.w3.org/Archives/Member/w3c-archive/2013Aug/0287.html>. Perhaps you can do something like this (and thus not spam the list every time someone joins the list).
