The specification REQUIRES UTF-8, which is awesome.
The specification allows the (optional) presence of the BOM character (U+FEFF), presumably in its UTF-8 flavored 0xEF.BB.BF octet sequence. I assume BOM is permitted because some text editors apply a BOM as a Unicode introducer. This issue is just to note the presence of BOM in the file format. - Related Actions Items:
