Tweak and agree on agenda

AB: I posted a draft agenda yesterday http://lists.w3.org/Archives/Public/public-pointer-events/2014OctDec/0099.html. Any change requests?

Call for Consensus to publish Pointer Events Proposed Recommendation

AB: we now have an Implementation report that shows 100% pass for IE and FFMetro http://w3c.github.io/test-results/pointerevents/all.html. As such we have met Candidate Recommendation interoperability requirement.

MB: I'll pass that to my testers (I didn't run them personally)

AB: one commenter submitted a review for the Last Call and that comment is tracked in https://www.w3.org/wiki/PointerEvents/Comments-LCWD-2014-11-13. The comment resulted in several changes to the spec but none are considered substantive.
... does anyone disagree the changes are non-substantive?

RESOLUTION: the group agrees the changes made as a result of the 13-Nov-2014 LCWD review are non-substantive.

AB: the draft Proposed Rec is https://dvcs.w3.org/hg/pointerevents/raw-file/tip/publish/tr.html.
... As discussed on December 2 with Philippe (http://www.w3.org/2014/12/02-pointerevents-minutes.html#item05), there are two normative dependencies that are not yet at Proposed Recommendations (D3E and DOM4).
... we agreed the PE spec is using stable definitions in these references and the Draft PR reflects that via the statement "By publishing this Proposed Recommendation, W3C expects that the functionality specified in this Proposed Recommendation will not be affected by changes to DOM Level 3 Events or DOM4 as those  specifications proceed to Recommendation."
... I would like to determine if there is consensus on the above statement. Does anyone object to it or have concerns about it?

AB: given this, it appears we have consensus to publish the Proposed Recommendation. Who supports publishing a Proposed Recommendation?
