... we didn't really work out the all business of played rate yet but it's there

Nigel: timeline?

plh: HTML 5.1 is the target here. end of the year for LC

Nigel: it's simply a change to the audio track
... no other change

plh: make sure to have a fresh look at the charter
... for the milestones, please have a fresh at them

Thierry: some phases are unrealistic. like LC for first deliverable, WebVTT.  We are also squeezing all deliverables to REC by Feb 2015, but the charter ends in March 2016.
... why squeeze everything in the first year and have nothing to work on after that, for a year?
... seems like a long "life after REC" period.

Nigel: everybody is keen to make progress and don't want to see too long of a delay
... unless we make a significant acceleration, we won't reach LC by April 2014

Thierry: LC for WebVTT is too short....
... the LC review lasts 4 weeks, per W3C process
... one month to address comments, get approval from Director for Transition to CR and republish a  CR version is unrealistic
... unless we expect 0 comment

Nigel: we don't have the WebVTT folks around
... we can put that to them
... they're working on their FSA process
... to serve as a starting point as soon as the charter is approved
... they'll be very few changes between charter approval and LC
... and they're thinking is that comments will be already addressed by the time they get into LC
... if anybody needs longer to review WebVTT, they should raise that point

Glenn: I couldn't nail down the intent of this action

Mike: it was raise by plh about a mismatch between 708 border style and CSS

Glenn: I don't believe we have border support in TTML
... we use shadow and outline for text
... but nothing about border

Mike: let's assume this is text and not region for a moment. 708 have specific styles that can't be represented by TTML
... I offered to help frame the problem but this is not my issue

... I believe we have an issue to add text shadow property and deprecate text outline property
