A website MUST NOT be in partial compliance with the TPE or TCS documents.
Example: A website is testing support for the TPE protocol by connecting it to a proprietary compliance standard. It must not represent compliance with "Do Not Track" unless it adheres to the requirements of both TPE and TCS.
