Closed action-103, added an action against me to migrate the text from issue-14 into the (does not exist yet) Global Considerations text.

This was overtaken by time. We have now the first party <=> service provider relation that is similar to data controller/data processor. How to deal with the 1st/3rd party distinction in the EU context will be subject to a new issue
