implementation of Core in support of OWL 2 RL and doing some

implementation would be, would like to see more dialects based
on FLD beyond the existing ones, ideally two independent

... the conclusion was to move FLD to last call, then call for
implementation. The decision of whether to go all the way to
Rec will depend on what implementations there are.
