Implementation Report update

Michael: The main sorry is that the implementation report depends on the test cases.
... we shouldn't extend the test cases.
... so if we're going to do it, we should do it very quickly.

Manu: That could throw a wrench in the works.

Michael: Yes, it could.
... I'm not against new test cases, but we might have to wait for a test case to be reviewed.

ShaneM: It would also require everybody to to rerun their implementations.

Ralph: We should work out a mechanism to say what is for this version of RDFa.

Michael: Which set of test cases should I use?

PROPOSE: Freeze the test cases as of today for the implementation report.
