It is important to ensure the proper integration of a technical report in the
international community. Starting at this step in the Recommendation process,
the technical report SHOULD include a statement about how the technology
relates to existing international standards and to related work outside of W3C.

It\'s not a must, but it\'s a good idea. Let\'s do it.
