"This [Definition: [[identity signal]] ] SHOULD be part of primary user interface during usage modes which entail the presence of signalling to the user that is different from solely page content. "

I would like to propose adding, in that same paragraph, before the sentence starting with "Note...",

"The identity signal MUST be part of primary user interface when any identity sources that are from unauthenticated or untrusted sources are (also) part of the primary user interface. These sources include URLs."
