XML Plenary Interest Group Charter

The mission of the XML Plenary Interest Group, part of the Extensible Markup Language (XML) Activity, is to provide a forum for communication among the members of the Working Groups of the XML Activity, between the XML Activity and other parts of W3C, and between all of these and the wider XML community.

Scope

Where there are large questions which cut across the areas of responsibility of several XML-related Working Groups, the XML Plenary Interest Group has the responsibility of discussing and attempting to reach consensus on those questions. Questions of fundamental XML architecture and questions relating to the requirements to be met by various specifications fall into this area. Such questions may be referred to the Interest Group by the XML Coordination Group, by the Activity Lead or by the chair of the Interest Group, if they are different people. Document reviews may also be conducted by the Interest Group.

Deliverables

The XML Plenary Interest Group itself has no required deliverables; those are produced by Working Groups. The Interest Group may produce documents addressing technical questions as part of its work on problems of general interest to the XML Activity; these will be published as Interest Group Notes.

Participation

Participation to the XML Plenary Interest Group is open to the public. Any person interested in the issues and applications is eligible to participate in this Interest Group; W3C Membership is not a prerequisite. Participants of this group are, however, expected to be active participants of one of the XML Activity Working Groups or one of the related W3C Working Groups, or to be active within the XML coummunity. There are no minimum requirements for participation in this group. Participants are strongly encouraged to take advantage of frequent opportunities to review and comment on deliverables from other groups.

The Chair may call occasional meetings consistent with the W3C Process requirements for meetings.

This group primarily conducts its work on the public mailing list public-xml-plenary@w3.org (archive).

Patent Disclosures

The XML Plenary Interest Group provides an opportunity to share perspectives on the topic addressed by this charter. W3C reminds Interest Group participants of their obligation to comply with patent disclosure obligations as set out in Section 6 of the W3C Patent Policy. While the Interest Group does not produce Recommendation-track documents, when Interest Group participants review Recommendation-track specifications from Working Groups, the patent disclosure obligations do apply.

About this Charter

This charter for the XML Plenary Interest Group has been created according to section 6.2 of the Process Document. In the event of a conflict between this document or the provisions of any charter and the W3C Process, the W3C Process shall take precedence.
