In this and the one on objects think we should check that the text is not solely white space

WG Notes: (srowen) Agreed, propose that we do refine these two tests to check for whitespace-only elements

Resolution: Change PAGE_TITLE and OBJECTS_OR_SCRIPT to check that non-empty <title> and <object> text is not only whitespace.
