Discussion of httpRange-14. I'd like to start by giving key participants an opportunity to express (briefly) their view on the nature of the problem. Then I'd like to see if we can express crisply the problem or a subset of the problem that we think we might be able to address in the time remaining. Then I'll open the floor to general, but hopefully focused, discussion.
