Issue 2: Combining and Querying Results
- We need to be able to combine reports which say different things with
potentially different reliabilities
- We need rules for merging conflicts
- Merging for human consumption vs. machine merging
- EARL could weight "lots of people say" or "someone says this is very
important"
- Perhaps we don't define canonical rules for everyone, just example rules
for people to apply. In some cases people will swap between one set of
rules and another depending on their application.
