Which URIs should I use in my RDF

The Problem

When you are creating RDF content, it is important to pick the right URIs to identify the things about which you wish to communicate. The predicate relationship in each RDF triple is identified by a URI and the subject and object often are.

Sometimes you know of several URIs which seem to refer to the right thing: which should you use?

Sometimes you can find no URI for the thing you want to talk about: should you make one yourself or use a NodeID? If you make one, what kind of URI should it be?
