OpenAndTransparentW3C/Document License

Currently, W3C publishes its specifications under a traditional restrictive copyright license. Some want to allow a more permissive license. Here are some of the options:
- Allow (or mandate) a CC-BY license, which allows reuse with attribution of W3C and the specification editors and authors
- Allow (or mandate) a CC-0 license, which requires no acknowledgment of W3C or the specification editors and authors
- Continue to require the current W3C Document License, which does not allow reuse without explicit permission
