From W3C Wiki

I work at the U.S. Department of Commerce's National Institute of Standards and Technology, where we develop conformance test suites, tools, methods, and procedures to help industry, the user community, and testing laboratories with testing conformance to standards. We also participate, as appropriate, with standards-making bodies to capture and incorporate the conformance criteria as early as possible. Providing technical contributions to selected, forward-looking standards is also a major activity within this group. More information about our work is at www.nist.gov/conformance/

I co-chair of the W3C QA Interest Group with Olivier Thereaux (W3C) and am a member of the W3C QA Working Group.

I have published many papers on conformance testing and related topics (e.g., certification) which can be found at Conformance Resourses
